Did Carroll's entropy argument imply Boltzmann brains?

Carroll said that on theism, we'd expect a universe with entropy low enough for life, but not as low as we observe. How low is low enough for life? If you take this to its conclusion, it seems Carroll could have made a "Boltzmann brain" argument of his own, parodying Craig's Boltzmann brain argument against the multiverse. Yet he did not do so, how come?

Carroll seems to believe Boltzman´s brains are not possible, to put it simplistically, he has offered a talk on his take, that deSitter space will not produce quantum fluctuations , for which he was even teased by some of his collegues.

Not sure how the parody would go, Boltzman´s brains are thought to be unstable which would be a problem for establishing bonds, loving, and in general, living meaningful lives, which is part of the argument for embodied minds, being desirable.
